After selection of the S-GW, the next important step is to create the default EPS bearer for the UE.

The MME keeps track of all bearers created for a UE by the bearer identity and the default bearer identity. This information is stored in the context for that UE on the MME.

The MME sends a Create Session Request message to the S-GW pegging a counter, typically indicating the request to create a session.

The S-GW allocates UE context, control plane and user plane resources (for example, data buffers) for the UE’s PDN connectivity and creates endpoints for the default bearer and all the associated details of the bearer, including the Bearer ID, Traffic Flow Templates, QoS and Fully Qualified Terminal Endpoint Identifier (F-TEID). The S-GW sends a Create Session Request message to the P-GW.

The PDN Address Allocation parameter, along with the operator configuration on the P-GW, is used by the P-GW to decide whether it should allocate the IP address to the UE during the default bearer creation or during the DHCP procedure after the default bearer creation.

The P-GW responds back with a Create Session Response message to the S-GW. This message contains the cause, which will capture success or failure of the session creation procedure, pegging a counter.

The P-GW essentially provides the details of the default bearer and any other dedicated bearers that have been allocated for the UE. Last, but not least, the IP address is provided so that it can be forwarded to the UE.

The S-GW responds to the MME with the Create Session Response message. This is the same message type as the one that was sent by the P-GW to the S-GW. The S-GW provides the details of the default bearer and any other dedicated bearer that was created such that the information can be stored by the MME in the UE context.
